With reference to your letter of the 5th of this month,
No. 28171/1903, transmitting a copy of a despatch from the
Governor of Hong Kong on the subject of the proposed Parcel
Post Convention between that colony and the United States of
America, I am directed by the Postmaster General to acquaint
you, for the information of the Secretary of State for the
Colonies, that no objection is seen to the adoption of a
Convention based upon the existing agreement between the
Windward Islands and the United States, subject to the
alterations indicated by Sir H. Blake.
It may interest the Secretary of State to know that for
sea conveyance from Hong Kong to San Francisco the rate, if
fixed in accordance with the International Parcel Post
Convention, would be 3 francs per parcel. Hong Kong and the
United States are not, of course, parties to the International
Convention; and the arrangements for the conveyance of parcels
between them are, under article VIII of the proposed convention
